Many service, business, or unit managers in councils take on such roles as part of successful careers in their own specialised fields, but without significant experience in managing budgets nor understanding of the financial regime across the whole authority. This course will explain the financial regime, de-mystify the terminology that goes with it, examine their council’s own financial position and provide a clear understanding of their own role as well as practical guidance and skills to help them in their day to day role of managing budgets.
Members have a key and increasing role to play in the finances of their councils. With the budget process looming it is vital that both new and longer standing members understand the key elements of the financial regime that they are making decisions on or scrutinising. This course will look at the national regime of local government finance within the context of overall public spending, how councils are financed and how they set their budgets
