Financial Strategy meets Council approval

"In recognition of the need for a fast and effective turn around, Public Sector Consultants provided excellent support and guidance on producing a robust and unanimously accepted Medium Term Financial Strategy and a priority led budget during a challenging period of the Council's CPA recovery." said Graham Branchett, Strategic Director at Harlow Council.

The strength of our team cannot be ignored. Richard Harbord, an ex Chief Executive and Director of Finance, who was influential with the ODPM in introducing and developing MTFS in local government, managed the assignment. Bob Nelsey & Mike Beech, both ex Directors of Finance, produced the benchmark outline framework documents including a forensic review of the financial forecast.

"I am grateful for the clear brief and support provided to us by Harlow's senior management team" said Richard Harbord. Running in parallel with this work, another team of public sector consultants looked at areas where savings could be made and/or additional income could be obtained. A number of areas have been identified and reported on. Graham Branchett concluded "Public Sector Consultants undertook the assignment with professionalism, dedication and flexibility in an extremely short timescale to meet the managerial and political demands of the Council".
