Newham Homes: Ahead of the Game(s)

jimmerriman2_w180The Borough of Newham lies deep in the east end of London and is classed as one of the more deprived areas of the country, with a majority of the population being ethnically non- British. There are around 25,000 HRA properties (with benefit rates running well over 60%) and an additional 3,500 private leased properties used for Homelessness.

The Authority is however at the forefront of innovation to improve matters and has been spurred on by acting as a host borough for the 2012 Olympic and Paralympic Games. This will speed up the regeneration plans and provide a lasting legacy in terms of jobs and sporting and cultural facilities.

Good progress in modernising Hounslow’s Financial Management Systems

Public Sector Consultants Richard Leadill, Jim Waight and Vivien Holland, supported the initial implementation of the Agresso Financial Management System at Hounslow LBC during 2004. At that stage the implementation was restricted to General Ledger and Accounts Payable.

Following the success of the initial implementation, Jim was asked to implement the Purchase Ordering module and roll this out throughout the Council.

This was then followed by the introduction of web requisitioning, enabling budget managers to authorise expenditure on line at the order rather than at the invoice stage, with commitments being raised at the same time.

Educated about intelligent empathy

When Wendy Sagar who is Head of Education Finance at Southwark LBC asked us for an interim Central Finance Manager, Dave Lincoln visited her because it was important to understand exactly what Southwark wanted before we responded. “Intelligent empathy is the key to ensuring long term, stable relationships with the public sector” says consultant Dave. Public Sector Consultants had already worked with Southwark LBC in 2005 when Eleanor Kelly was interim Director of Finance and subsequent review meetings with the Council emphasised further the Company’s approach to quality, value for money and professionalism.

In 2004/05, Public Sector Consultants helped close the accounts in 29 local authorities. Using our unique blend of skills and management support, we were able to strengthen the finance functions of local authorities up and down the country either with a single consultant or a whole team of people where needed, to deliver accurate and unqualified Statements of Accounts, ahead of the Audit Commission’s revised deadline of 31 July 2005.

The Council had three Public Interest Reports and the unprecedented distinction of having its accounts disclaimed for two years in succession - a situation where there is insufficient evidence for the Auditor to express an opinion on the Statement of Accounts. Other support service providers had tried to rectify things but couldn’t cope with the problems and left.
