Andrew is a versatile CIPFA qualified Local Government Finance specialist whose career spans over 25 years. He has significant experience in managing and leading at a senior level and has been responsible for the development, management and implementation of significant organisational change to deliver continuous improvement in modernised service delivery across a range of services. In project managing the accounts closure process at Norwich and Essex CC, Andrew has been involved in the changes to the SORP that are paving the way for the introduction of full IFRS compliance in the production of the 2010/11 Statement of Accounts. This has covered significant changes to Fixed Asset Accounting, accounting for financial instruments, accounting for employee holidays, the implications of IFRIC 12 and changes to accounting for council tax. His involvement in the re profiling of the IFRS implementation plan at Essex has given him a clear understanding of the challenge facing councils and the amount of work required to ensure that the Statement of Accounts for 2010/11 is fully IFRS compliant.
