World class commissioning plans achieved

Our multi-disciplinary teams of commissioning and finance staff have been successfully delivering a number of 2009/10 Local Delivery / Operating Plans for PCTs.

These plans have identified how each of these PCTs are going to deliver a World Class health service over the next two years. Out teams in the main are supporting the fast growing multi-ethnic inner cities of Leicester, Birmingham and Leeds.

Leicester for example, is a vibrant and exciting city with an ethnically diverse population that is both younger and faster growing than the all England average, which brings with it many challenges due to the significant number of health inequalities and community needs. Led by consultant Charles Harris (pictured), Public Sector Consultants has been working with NHS Leicester City to support their commissioning function. When first engaged, Leicester was finalising its commissioning and investment strategy with a specific focus on tackling local issues and at the same time it was working through organisational change following the establishment of a new top management team. The PCT needed skilled and sustained support to maintain momentum and develop commissioning competencies and turned to Public Sector Consultants for this support. At short notice we were able to put a team in place to provide support and manage a number of important tasks and processes, including development of the PCTs Local Operating Plan for 2009/11 and managing the business case and service redesign approval process for strategic initiatives in the current year’s plan.

Similarly at South Birmingham, our team of consultants including Phil Taylor has successfully managed and monitored specific investment initiatives as well as providing the strategic advice for developing the 2009/11 Local Delivery Plan. In addition we are supporting the IAPT (improving access to psychological therapies) process and the prison health work stream. Throughout this period the team has worked with the permanent staff to transfer knowledge and support the organisation in building world class commission competences.

At Leeds PCT, we have successfully facilitated the negotiation of the contract with provider units, these been the biggest in Europe.

Furthermore we have supported the PCT in providing new pathways of care for reforms of multi channel health services. Additionally at Leicester our team developed a Joint Commissioning Strategy for Mental Health and Wellbeing and worked with the organisation to introduce a new process for business case development, approval and mobilisation. We are delighted to have been retained by Leicester in 2009/10 to continue to support the commissioning function and to take forward a challenging agenda for acute, community and mental health services.
